| THE
NEW five-point national plan, being backed by David Cameron’s
Conservatives, seeks to:
· Protect gardens, by changing planning rules to help conserve green spaces and maintain the character of local neighbourhoods. · Ensure that new homes are made more eco-friendly, and remove Whitehall rules that are blocking new homes being built with parking and gardens. · Give local communities a stronger say on where new homes are built, and abolish unelected regional assemblies. · Cancel Whitehall plans for a council tax revaluation, abolish inspectors’ powers of entry, and stop new taxes on home improvements and gardens. · Help more people get onto the first rung of the housing ladder by extending support for shared ownership schemes & flexible forms of home ownership. |

Protecting
the Dartford Warbler
Special Protection Areas (SPA) were established by English Nature to protect internationally important wildlife habitats that are intended principally to protect rare birds, like the Dartford Warbler. English Nature believes that where development between 400m and 5km takes place – alternative areas of open space ‘avoidance sites’ or improved access to existing open space is provided by way of compensation. Much of Guildford, including Christchurch Ward, is affected by the SPA restrictions which has meant that residential planning applications have had to be refused. None of the enhancements to ‘avoidance sites’ will be paid for from public money. Guildford Council’s Executive has approved a Strategy, following public consultation, to deal with this issue. It is a temporary measure which will prevent harm to the SPAs and resolve the current problem of all residential planning applications having to be refused within the protection zone to comply with the SPA regulations. That situation could not continue in the Borough as it stopped acceptable building. This temporary measure, which has been agreed by English Nature, will ease the situation until a long-term plan is put in place. |
